The Pool Owners Action Group is a group that arose from the high-handed actions of Council Officers in endeavouring to enforce nit-picking high standards for pool fencing.

In 1999 Internal Affairs sent guidelines to various Councils suggesting more stringent interpretations of the 1987 FOSP Act. This lead to many previously compliant pools being deemed non-compliant.

Some Councils, in particular Waitakere City Council, issued numerous prosecution notices which were often vague and deemed by the ratepayers to be both unreasonable and ultra vires.

Towards the end of 2003 a group of highly agitated pool owners in West Auckland, increasingly concerned by the ever-changing requirements foisted upon them by the Waitakere City Council, "pooled" together and decided to take a class action against the Council.
